STAGES OF THE CONSTRUCTION PROCESS - ACT 14, ACT 15 AND ACT 16

Act 14
Act 14 is a document that is prepared and signed by the investor, the consultant (construction supervision) and the designer. It is issued when the building reaches the stage of „skeleton construction“.

Act 14 is the first step for control of construction activities – this is the document certifying the acceptance of the structure of the building.
Act 14 is important because it is issuance determines the right of ownership over the individual units in the building.
Act 15
This is the document which certifies that the building is completely finished from the the builders side. The purpose of Act 15 is to establish the condition of the building and its readiness for commissioning. At this stage, the building is not yet ready for occupancy by the new owners.
Act 15 is a statement of findings, certifying that the building has been completed in accordance with the approved plans and projects and is handed over by the builder to the contracting authority.
An act shall be drawn up certifying that the construction has been completed in accordance with the approved investment projects, the certified executive documentation, the normative requirements to the constructions and the conditions of the concluded contract.
Act 15 is the basis for the preparation of Protocol 16, which establishes the suitability of the building and all systems of use, representing the permission for use of the building by its owners.
Act 16
An acceptance commission is appointed for the issuance of Act 16 and refers to the inspection of the suitability of the building for its use.
The following inspections are carried out before the signing of Act 16:
The property rights of the constructed building are established
Has the building been built with approved plans
The correspondence between the actual execution of the construction works and the approved plans
Is the building properly connected to the relevant systems for sewerage, water supply and electricity.
Act 16 is a Permit for use or a Certificate for commissioning of the new building.
In this case, the project of Alpha Build refers to constructions from 4th to 5th category (residential buildings with low construction) and Act 16 is not drawn up, but a Certificate for commissioning is issued by the body that has issued the permit for construction.
The permit for use is the final final act for the construction, certifying that the site to which it refers is actually suitable for putting into operation.
